Well it definitely seems like an uphill battle which might not be worth fighting. $500+ to apply, and then the possibility of up to 9 exams (at $350 a pop) to meet their academic requirements.

Has anyone applied to one of the provincial associations for professional engineers and found out what they accredit a 1st Class ticket at and what is required to get your P.Eng without actually having a 4 year undergraduate degree in engineering?

Not sure if its exactly what you're looking for, but have a look at #62 in MOHS which mentions weekly rounds of certain areas (related to food prep and storage as well as potable water) and logging these inspections.

It looks like the Georgian classes are 3 weeks long while PMTC on the west coast is offering similar courses that are two or three times as long. I'm not sure what the differences are between the two colleges, but PMTC's 6-9 weeks is a lot of time to commit to for each of the exams. Has anyone found...

Maybe a faulty pressure relief valve protecting supply pump? Or maybe a faulty pressure regulating valve as mentioned by Big Pete. Its obvious, but has the supply strainer been checked?
