From what I understand the "Approved Training & Certifications" they're speaking of are our MED's and Propulsion Simulator courses? I see nothing about Full-time educational programs at a university. Although at the same time, it will be hard to find out the requirements for sure until...

This looks quite similar to a proposed Fisheries & Oceans vessel that presumably may be replacing one of its older Oceanographic Ships.

Major difference I see is the absence of Z-Drives.

I cant seem to find the annex these two articles are speaking of. .4 have completed approved education and training and meet the standard of competence specified in section A-III/1 of the STCW Code; and .5 meet the standard of competence specified in section A-VI/1, paragraph 2, section A-VI/2,...
