Good news indeed Brian! :) However, I'm unsure about the "additional oral exam". Both unrestricted and restricted Certificates require an Oral exam. The difference is that the Oral for restricted is done aboard the vessel for which the Certificate is issued and is specific to that vessel, ...

Interesting reading here, from the Paris MOU site, Port State Inspections on Canadian ships 2008/09. 21 inspections, very few without deficiencies and/or detention.

With regards to the first question, Brian, option 1 is correct. It's a Load Line issue, as the sounding pipe terminates below the waterline, any breach of the tank to the sea will cause uncontrolled ingress of sea water. It looks like the dates refer to when that Exam question was on a paper in an Exam. The questions do repeat, it takes a long time for every question to recur, but they do, eventually. Other references look like various reference books.
