Electronics is covered in depth in the ETO Exam, which has not been published yet. Very basic knowledge of Electronics is needed for 2ELC Exam, that's why Reeds Vol 6 is entitled "Basic Electrotechnology for Engineers" and not for ETOs.

If you have a Second Class (Motor or steam or combined) you have demonstrated those competencies set out in section 3.1 of annex 3. Sounds more like a 3rd Class Power Engineer than a Marine jobbie. That's a Provincial ticket. Still, a 3S would probably fit right in and get the 3rd Class Power Engineer.
