Could be an early Fairbanks as well. Fairbanks built a flat head diesel around the time of WW2 prior to switching to the lighter weight and higher HP opposed piston engine

It's possible that the problem is not with the hydraulic system at all. The problem could be in the torque limiting coupling, if fitted between the drive motor and the windlass gearbox. Maybe it's a modern duel fuel engine Diesel & LNG
It's my understanding with duel electronic fuel injection systems the engine can work as a diesel or operate on LNG but despite the higher compression a spark plug is still required to ignite the LNG

It's not only the enginerooms are noisy I've been on Self Unloading Bulk Carriers that when the Unloading Gear was running the Noise level was higher in the cabins than the Engineroom. So for some crew there was no escaping noise in excess of 90 DB

After reading what has already been written sounds like you may have a fuel supply pressure/restriction problem I'd check the drive and the relief valve on the fuel oil booster pump, if engine driven, to insure it hasn't failed or the relief valve has stuck open I'd also check that if there is a fue...

Steve and I were both young Chief Engineer's with Algoma in the late 80's and early 90's before he moved on to bigger and better things.

The investigation into a tanker grounding in the Seaway was caused by a Telephone Cord activating Emergency Shutdown of Main Engine
