That makes sense. I did see the balancing holes on the wheel but I have seen in the past on the front end of some engines an integral torsional damper and ring gear for use as an auxiliary PTO for a hydraulic pump or something of that nature. The whole problem, IMO, is the federal/provincial split. The feds bring in programs such as the shipbuilding plan, or new regulations. It just creates a zone restricted license system aligning engineers licenses with similar zone restrictions as are currently in force and have been for many years on the deck licenses.

To go along with that the cuts to the EPA and it's "Regulatory impedance to Corporate Profits" along with the USCG, doesn't bode well for current and future programs designed for protection of the Great Lakes.
