They do that banasa, and hire graduates of the CCG college on a temporary/casual basis. Engineers off the street haven't been painted the appropriate colour, so are generally ignored, in my experience.

I've sailed on a triple expansion up and downer (similar to the one on the Sandpebble) with an oil fired Scotch boiler (yes, I know what a Weirs Kinetiker is!) but never a coal fired one, that would need a gang of Paddies to keep going!

TC did what it's supposed to do when the vessel was in Quebec, she was restricted until the relevant repairs were made to make her seaworthy and personnel were changed to suit. I would suggest you look at the Academic requirements for 3rd Class in TP 2293. There is no syllabus as yet for NAR at 3rd and 4th level, so I suggest winnowing out the basic stuff for 2nd Class NAR.

the requirements are all in the STCW code, section III/6, I based all the exams on that.
