is this an actual occurance or are you doing a paper?
Anytime I’ve seen this in practice, the ship has to be docked, but you have no details in your question.

We were anal about draining the lines on every ship I was on or running the system with the anchor wash open. Running was a drag because it took all the warm water out of the seabay.....those were the days that I don't miss...-28*C and counting. lol
