I've heard that these two Canadian crude carriers, operating between Montreal and Quebec are still using foreign crews on board - which position and what nationality, who's hiring them is a mystery to me? Does anybody know anything about this, the extent and under what justification? I understand Irving is also doing this.
I see that both are still flagged Barbados, what up with that?
Can anyone shed light on this

I understand they are not in the Montreal - Quebec trade yet, and still flagged Barbados therefore crewed to a certain extent by non-Canadians.
