You can visit www.myships.info and find lots of free textbooks. The site is russian but you can simply contact the administrator in English and he will tell you the rules how to download english textbooks and marine softwhere from this website . The name of administrator is 'Charger'.

Hey guys,
currently we have collected about 39 Gbytes of ships technical information at myships.info,
including hand books, manuals, datasheets, reference books etc.
The manuals are mostly in english language, text books are also available in russian language.
This library is supported by seamen and for seamen, i.e. all info is free.
Some english intro to myships.info, describing forum rules, translating some topics to english is placed here
