Sea water has entered the secondary drum (22barg) of a double evaporation boiler (secondary drum heated by a steam coil @ 220 C) to the extent of chlorides = 2300 ppm. The water was ok when tested 24 hours previosly and found to be 30ppm.

I know about the dangers of scaling but what are the likely problems giving the 2300pm and the maximum time scale of 24 hours.
What actions should be taken to rectify the situation other than draining, flushing is not an option due to water shortages?

Even 30 pm is even a bit high, you should be down around 20 using shore supply water. If you are making your own, it would be even lower.

Repair the leak, probably a condenser tube.
The salt is precipitating onto the surfaces at this level, so you have to start a continuous blowdown. You should consider water rationing and putting your domestics into the boiler feed if the boiler is essential.
