Chain Fall Certification

I have been on ships where the Engineers inspect and test the chain blocks onboard using a calibrated load cell, others send them ashore for this work. How can I get an onboard testing/inspection system going on my vessel. I can't find any regulations that aren't vague. Can someone point me in the right direction?

schedule 1 of the tackle regulations, which designated safe working loads and test loads, has been repealed.

I have no idea what took it's place.

I think a lot of people just send them out to be tested now. So I wasn't much help was I ?
