The ship is still on fire, they do not have the foam to put the fire out which makes me wonder at the end of the day will they really have any idea how many will have died on this ship?

The accident happened Tuesday morning when a welder hit a fuel tank leading to a massive explosion and subsequent blaze. While there are now 21 confirmed dead, the eventual death toll could hit triple figures with many unaccounted for inside the hull of the ship and a number of the 60 workers sent to hospital deemed to have such severe burns that they are unlikely to survive.

Smuggled oil causes fire

Deaths are thought to be in the 100s, but the number is unclear because of the heat of the fire which burnt for 4 days. I guess workers are undocumented in these places.
The ship, which burned for four days, was carrying 132 metric tons furnace oil, 1,100 tons of sludge, 27 metric tons of diesel and 30,000 metric tons of lubricants, investigators have found.

“A huge quantity of lubricants smuggled by the shipowner had caught fire due to mishandling of work managers,” ports and shipping Minister Mir Hasil Khan Bizenjo told The Express Tribune.

“According to the Customs rules and regulations, decommissioned vessels are only allowed to carry a fixed quantity of oil required for their voyage from a port of departure to Gadani shipbreaking yard in Pakistan,” he added.

30,000 tonnes of Lubricating oil is one heck a lot of a very valuable product that would have filled one or more of the cargo tanks. It is difficult to believe that much lube oil would have gone unnoticed by someone and if was being smuggled into the country I'm sure the smugglers would have had the oil pumped off long before any cutting torches went near the tanks holding the oil. Even if the tanker's last cargo was lube oil I'm sure the shipper would have had a survey done to insure he received all the product he was paying for. I'm therefore more inclined to believe that there may have been 30,000 Liters of Lube oil 132 tonnes of diesel, 27 tonnes of heavy fuel and 1100 tonnes of probably quite volatile and explosive cargo residue sludge spread throughout the cargo tanks when the ship arrived at the scrap yard.

When I read the article , I thought, media misdirection by the authorities to deflect away from the appalling number of deaths caused by the lack of the most basic safety considerations. Place the blame on smugglers using the media as a tool.
My second thought was, where they heck did the investigators find the tank soundings if it was smuggled? They really are quite good, considering how long the hull would have stayed hot, to get onboard and get that data.

Another example of authorities releasing inaccurate details in order to confuse the issue an deflect responsibility and the media not wanting facts or details exaggerated or otherwise to get in the way of a powerful and controversial news story.

I guess it would be controversial in the aspect of smugglers. The gray and black clad, unknown boogieman as opposed to the outright murder happening on their shores. The media is nothing more then a tool these days for the Trump-like and the masses lap it up.

A welder was working on a gas cylinder on the beached ship when the explosion occurred

Reality is, quite simple precautions would prevent explosions.
They depend on skipping straight to the yada-yada-yada.
Tank sounding, gas testing, tank cleaning, safe for entry, safe for hotwork,documentation of findings and workers onboard, yada-yada-yada......

and > 180 mm for LEG. Insulation thickness for LNG
ranges from 250 mm to 300 mm. The surface thickness
tolerance is +10/-5 mm.
• A coating layer is sprayed on the foam surface with a
thickness of 3 mm on the top of the tank and 1 mm on
the sides and bottom.
• The spray system is a bonded insulation system with
flexible materials. The foam and coating will follow the
contraction and expansion of the tank.
