How the hell they expect any yard to bid on a job if the specs are kept secret is beyond me. Navy and ships, two totally opposite polarities.

add to that, they switch the project team members around every 2 years. You know how well that works when you have individuals trying to get ahead in the promotions.

It also sounds like he may have looked in the wrong closets and ended up finding and exposing some skeletons.
He also strikes me as someone with a bit of "Field Experience" and may have tried to use that experience to correct a few things. Another quality that may not have sat well some in bureaucratic circles

In my experience, CPF programme, St John Shipbuilding, T&T, the Navy don't know shit about ships.

Yes JK, the original plan came from Bath Iron Works, but it was so screwed up, there were more than 45,000 changes to the original drawings. This explains why the Halifax, (ship 1) was about 18 months late on delivery, but the last ship, Ottawa, came in under budget and early! St John Dy Dock did all the work and sent DRNs (Drawing Revision Notice) to the other place up river. The Navy appeared late in the programme to learn how to operate them. Some of the guys listened, some didn't, with predictable results.
