Description
This regulatory initiative stems from Transport Canada’s Transportation Sector Regulatory Review Roadmap.
The initiative was created to address stakeholder concerns about updating existing regulations to:
reflect modern safety and environmental standards
align with international best practices, and
reduce barriers to trade
These changes would being Canada’s regulations in line with three major agreement that Canada is a signatory:
the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers and its associated Codes must be implemented in Canadian regulations by January 1, 2017
the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, which was approved on September 29, 2011, and came into force on September 29, 2012
2014 changes to the Maritime Labour Convention, 2006
This initiative also addresses Transportation Safety Board recommendations.
Potential impacts on Canadians, including businesses
Transport Canada expects that there will be little impact on businesses.
Regulatory cooperation efforts (domestic and international)
These changes will bring Canada’s regulations in line with three major agreements from the International Maritime Organization.
Consultations
This initiative was presented at every national Canadian Marine Advisory Council meeting between the fall of 2011 and the spring of 2015. The most recent consultations took place in November and December 2018.
Transport Canada expects that there will be a 30-day comment period once the regulations are pre-published in the Canada Gazette, Part I, in early-2021.
