It's a planimeter.
I looked it up on Google (of course) and after reading Wikpedia, I now know more about them then before your post.

Planimeter Used for calculating the area of an indicator card ~ last time I saw one used was way back in my youth watching my Dad read cards for an old triple expansion up and downer.
