Description

The Port Engineer has primary accountability for the maintenance, repair and in service support of operating tugs in the Seaspan fleet. The objective of the Port Engineer is to ensure that these vessels are kept in a safe and serviceable condition at all times and when necessary support the on board crew in implementing cost efficient maintenance and repairs. Daily work of the Port Engineer will involve responding and diagnosing engineering problems, providing and implementing repair recommendations, overseeing the planned maintenance program, coordinating and initiating work orders for vessel refit, and providing guidance and mentorship for the shipboard engineers. In addition, the Port Engineer will play a technical consultative role by offering equipment selection and design input for replacements and new constructions.

Duties/Accountabilities

Vessel Repair
Responds to problems reported by the vessel crew or the onboard engineer, reviews the report with the crew and assesses if repair can be conducted while the vessel is at sea.
If the nature of the repair requires the vessel to be brought back to port, determines the estimated down time and if Shipyard support will b required and liaises a workable schedule with Dispatch.
Provides a scope of work (or work order) detailing all the repair work that needs to happen to the Shipyard.
If purchasing of new equipment is required, sources options and obtains quotes, then initiates a Purchase Order for the item. Coordinates approvals and follows up with Purchasing to ensure a quick turnaround time.
If the repair involves a significant cost that is outside of the repair budget, obtains quotes and prepares rationale for management consideration before initiating the work.
Oversees the repair work to ensure that work is completed in a timely and quality manner.
If sub-contractors are involved, oversees work and signs off invoices.

Planned Maintenance Program

Checks in with the shipboard engineers and monitors the log sheet to ensure daily routine maintenance is performed on the vessel.
Up keeps the maintenance plan and takes leadership in maintaining a complete maintenance and repair record for each assigned vessel.

Refit

Refits constitute a dry-docking period of intensive repair and preventative maintenance, For Seaspan’s engineered vessels these happen on a four or five year cycle.
The Port Engineer coordinates and prepares the refit specifications for assigned vessels going through refit, which includes examination maintenance and repair of the following:
Dry-Docking, hull external power washing, painting of topsides and underwater hull, survey of external appendages, sea chests and through hull fittings.
Survey and repair of main engines, main engine clutches, tail shafts, propellers, rudders, stocks and steering gear, sea and overboard valves. Maintenance of auxiliary engines and electrical systems including, megger surveys and electrical repairs.
Survey and maintenance of fuel tanks, fresh water tanks, ballast tanks and hull voids and spaces.
Survey and maintenance of shipboard systems including, air compressors/air receivers and system valves and piping , bilge and fire pumps and systems, hydraulic systems, anchor windlass, tow winch clutch & brake, tow pins & stern roller.
Maintenance of shipboard safety systems for fire detection and suppression, all accommodation systems and equipment and overall fit and finish of the vessel.


Guidance & mentorship

The Port Engineer;

Provides input regarding training and apprenticeship programs for the future
Acts as a resource for the shipboard engineers, and shipyard staff when called upon
Provides selection input on shipboard engineers based on qualifications/ competencies assessment, communication skills as well as compatibility with the existing team, to the Engineering Superintendent

New Construction

Provides technical consultative input to new construction projects, which includes proposing suitable equipment for the vessel based on cost-benefit analysis and offering design input (machinery space arrangement) based on functionality, efficiency and safety considerations (e.g. access to equipment for maintenance, line of sights, layout, etc.).
Port Engineers can also be call upon to provide on site supervision and representation during the construction, outfitting and trials of new vessels built for the Seaspan fleet.

Position Specifications

Education and Experience

Completion of a Diploma in Marine Engineering or an apprenticeship program
Possession of a 2nd level Engineer certificate
A minimum of 10 years experience working as a shipboard engineer or equivalent amount of shipyard engineering experience

Skills, Knowledge and Required Competencies

Knowledge of applicable Transport Canada and Classification Societies requirements
Understanding of Seaspan union labour agreements
Excellent communication (both verbal and written) and interpersonal skills
A strong team player and a creative problem solver
Resourceful, eager to learn from others (not afraid to ask for help)
Must be able to prioritize, multi-task and make sound engineering decisions
Basic computer skills, including Microsoft Word, Excel and Outlook
