Possession of a Canadian certificate of competency as a Second Class Engineer (Motor or Steamship) or higher;

Eligibility to write the Second Class Engineer (Motor or Steamship) examinations, or higher, in accordance with Transport Canada publication TP2293 E “The Examination and Certification of Seafarers” Chapter 2.8.
Experience

Significant* experience, in a marine environment, in the life cycle materiel management of assets, and in major ship asset acquisition or ship refit/refurbishment projects

Experience in a commercial shipyard - either as a client or as the ship builder (Experience can be in new construction or refit and repair)

Experience in providing strategic advice on complex technical issues and recommending options to Senior Management

Experience in consulting, negotiating and resolving complex and difficult issues in an operational environment

Recent** experience in managing human and financial resources

The Director, Shipyard Office is responsible for: the development of engineering, procurement and technical support parameters for the design, construction and delivery of up to three Offshore Fisheries Science Vessels and one Offshore Oceanographic Science Vessel, and for the related engineering design of hull, mechanical, navigation, electronics and other systems and sub-systems of the vessel including: long-term procurement strategies; the planning of all necessary technical support to current/future projects in cooperation with the CCG’s Technical Authority, and the conduct of tests and trials required to verify contract deliverables; for the review of vessel design and construction standards and specifications to ensure that they are contractible, that all technical standards and specifications have been interpreted correctly, and that all relevant quality assurance and environmental standards are adequately reflected.

A seconds ticket for an Ex job! Just shows that the wages are very bad in government for the experience wanted!
