Northern Transportation Company Limited (NTCL) is currently seeking a Manager, QHSE based in Edmonton, Alberta. NTCL is Northern Canada’s oldest and largest marine transportation company. With operation offices in Hay River, NT and St. John’s NL, we own and operate up to 12 tugs and 50 deck/oil barges in the Canadian Arctic and off the East Cost of Canada.

The Arctic division of NTCL delivers dry bulk and fuel oil cargos to 22 Northern communities from terminal in Hay River utilizing our unique fleet of specially-designed shallow draft home trade tugs and a large fleet of dry and dual purpose cargo barges. In conjunction with our government and corporate customers we are heavily involved with project cargo transport for the Oil, Gas and Mining sector.

The Eastern division of NTCL fleet is privileged to be part of the a small group of Canadian Flagged ice class tugs providing iceberg management off the eastern coast of Canada and the Western coast of Greenland in support of oil industry operators. As well as offering Seismic Supply/ Support Vessel services in the Beaufort Sea and Eastern Seaboard.

The Manager of QHSE is responsible for managing all aspects of NTCL’s Health, Safety and Environment programs. The Manager champions’ safety and environmental responsibility as an attitude, acts as an advisor to management and ensures regulatory compliance, including port security, is maintained, corporate standards are met and all employees are active participants in the long-term success of the company’s quality, health, safety and environment programs.

The successful candidate will possess a proven track record included but not limited to the following;

Collaborating with senior management, acting as the corporate wide expert to formulate and recommend an overall plan for the Health, Safety and Environment (HSE) functions. Acting as an in-house resource by building rapport and creating a strong connection between the Eastern and Western offices in all areas relating to HSE.
Implementing, managing, and reporting progress in best industry practices.
Significantly reducing the incident rate at an organization and/or transformed its safety culture.
Ensuring as a minimum, compliance with all regulations and applicable laws with respect to QHSE.
Continually evaluates QHSE programs and recommends changes where appropriate.
Approaching auditing as a partnership and not a policing function, including follows up on audit reports to ensure corrective action is taken where required.
Ensuring accurate records are maintained; that accident statistical reports are distributed and that a high level of awareness and concern for accidents is prevalent throughout the Company.
Overseeing the development, presentation and evaluation of employee orientation and training.
Communicates safety and security issues and educates others on standards and procedures.
Ensuring there is an effective communication program in place that disseminates information on QHSE issues to all employees and that keeps QHSE concerns in the forefront as a major responsibility of all employees. Acts as a resource to facilitate employees and management increasing their understanding, awareness and commitment to QHSE.
Ensuring the Company is complying with all government QHSE regulations and that there is a high level of communication with all external agencies with an interest in QHSE issues.

This position will be of interest to individuals with post secondary training in occupational, health and safety and a minimum of 2 years progressive experience in health and safety related positions within an industrial, manufacturing, oil and gas, marine or mining industries. Canadian Safety Registered Professional Designation an asset.
