Duties

Our Vision: A marine industry where safety and environmental protection are
the top priorities, Transport Canada is building towards a future where industry
operates at the maximum level of delegation possible, with the flexibility to
meet safety requirements in the most cost-efficient manner. This means that
the regulatory framework must be increasingly performance based to allow for
the implementation of systematic approaches and to provide continuous
improvement in safety performance. How we manage risk in the maritime
world or what we do to prevent accidents from occurring in the first place
becomes the logical and necessary focus of our endeavours. For the purposes
of the Marine Safety Program and to bring our strategic goals into focus,
Transport Canada Marine Safety and Security (TCMSS) defines safety as the
condition where risks are managed to acceptable levels, which translates into
our mission.

Our Mission: To continuously maintain and enhance safety and the protection
of life, health, property and the marine environment through: (a) the
development, maintenance and implementation of an effective regulatory
regime; (b) education and awareness; and (c) monitoring and enforcement.
Work environment

Inspectors must be leaders and skilled communicators capable of working
effectively with others and adapting to the different needs of our clients. They
must sometimes take rapid, decisive action and must be able to negotiate,
facilitate behavior change and develop new competencies in client industries.
Inspectors work in an environment of high stress due to the possible impact of error and real or potential conflict. In the course of ensuring that regulations
are respected, inspectors carry significant responsibility and accountability and
their decisions have a direct impact on the safety of Canadians.
Intent of the process

A pool of qualified candidates may be established to staff similar positions open
to all departments with various tenures (assignment, secondment, acting,
specified period or indeterminate), various security clearance levels and/or
various bilingual linguistic profiles.

EDUCATION:

STREAM 1: Marine Safety Inspector - Naval Architect
- A diploma from a recognized institution in naval architecture.
OR
STREAM 2: Marine Safety Inspector - Electrical
- A diploma from a recognized institution in electrical/electronic engineering or
electrical/electronic technology.
OR
STREAM 3: Marine Safety Inspector - Master
- A secondary school diploma or an acceptable combination of education,
training and/or experience AND possession of a Canadian certificate of
competency as a Master, 3000 gross tonnage or higher.
OR
STREAM 4: Marine Safety Inspector: Engineer
- Secondary school diploma OR an acceptable combination of education,
training and/or experience; AND possession of a Canadian certificate of
competency as a Third-class Engineer (Motor Ship or Steamship) or higher.

Note 1: Candidates will be asked to provide proof of education and/or proof of
Canadian certificate of competency.

Note 2: Candidates with foreign education credentials MUST provide proof of

Note 3: References to certification levels and experience are as defined in the

Degree equivalency

EXPERIENCE:

Experience normally acquired over a period of TWO (2) years:

STREAM 1: Marine Safety Inspector - Naval Architect
EX1: Experience in marine design, construction, repairs, operation, inspection,
quality assurance or other marine related areas OR
EX2: Experience in technical or operational management of ships.

STREAM 2: Marine Safety Inspector - Electrical
EX1: Experience in marine design, construction, repairs, operation, inspection,
quality assurance or other marine related areas OR
EX2: Experience in technical or operational management of ships.

STREAM 3: Marine Safety Inspector - Master
EX1: Experience in marine design, construction, repairs, operation, inspection,
quality assurance or other marine related areas OR
EX2: Experience in technical or operational management of ships OR
EX3: Experience as chief mate or navigation (deck) officer on ships.

STREAM 4: Marine Safety Inspector - Engineer
EX1: Experience in marine design, construction, repairs, operation, inspection,
quality assurance or other marine related areas OR
EX2: Experience in technical or operational management of ships OR
EX3: Experience as second or third engineer on ships.

ASSET QUALIFICATIONS:

EDUCATION:

AED1: A university degree from a recognized university in naval architecture.
AED2: A university degree from a recognized university in electrical/electronic
engineering or electrical/electronic technology.
AED3: A university degree from a recognized university with specialization in
nautical studies or maritime studies.
AED4: A degree from a recognized university in a field related to the position
(Eg: engineering, technology, physical sciences, etc).

Degree equivalency

OCCUPATIONAL CERTIFICATION:
STREAM 3 - Master:
. Possession of a Canadian certificate of competency as a Master, Near Coastal
or higher.
. Possession of a Canadian certificate of competency as a Master, Near Coastal
or higher, valid for use at sea.
STREAM 4 - Engineer:
. Possession of a Canadian certificate of competency as a Second-class
Engineer (Motor Ship or Steamship), or higher.
. Possession of a Canadian certificate of competency as a Second-class
Engineer (Motor Ship or Steamship) or higher, valid for use at sea.

EXPERIENCE:
AEX1: Experience as a Master or Chief Mate on vessels
AEX2: Experience as a Chief or Second Engineer on vessels
AEX3: Experience as an employer representative or health and safety
committee member or representative with respect to the Canada Labour Code
Part II or the equivalent provincial health and safety legislation.
AEX4: Experience in the development or implementation of safety
management systems.
AEX5: Experience in the development or implementation of quality assurance
programs or systems.
AEX6: Experience in design, construction or repair of commercial vessels.
