Work environment The Transportation Safety Board of Canada (TSB) is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB enjoys a strong and credible reputation in Canada and around the world.

The TSB is a small organization with approximately 220 employees and 5 Board Members. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process Anticipatory Process

The intent of this process is to establish a pool of partially assessed candidates. Similar positions may be staffed through this process with various tenures, language profiles and/or requirements and security requirements.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications) EDUCATION AND OCCUPATIONAL CERTIFICATION PROFILES

PROFILE 1:
A secondary school diploma or employer-approved alternatives.
AND
Candidates must have a certificate issued by Transport Canada with endorsement in one of the following disciplines:
- Master near Coastal;
-Master, Intermediate Voyage;
-Second-class Engineer Certificate of Competency (motor ship, steamship or combined).

OR

PROFILE 2:
University Degree or Diploma in Naval Architecture combined with significant experience in marine inspections and/or marine accident investigations.

Degree equivalency

EXPERIENCE

Experience as Master or Chief Engineer on ships
OR
Recent* and significant** experience in the technical or operational management or inspection of ships.
OR
Recent* and significant** experience the design or construction of ships.

* “Recent experience” is understood to mean in the last seven (7) years.
** “Significant experience” is understood to mean the depth and breadth of experience normally acquired through the execution of a large number of complex and relevant activities over a minimum period of two (2) years.

A bachelor’s degree from a recognized university.

Degree equivalency

OCCUPATIONAL CERTIFICATION

Master Mariner certificate issued by Transport Canada.

First-class Engineer Certificate of Competency (motor ship, steamship or combined) issued by Transport Canada.

EXPERIENCE

Experience in carrying out investigations into marine accidents.

Experience in Marine Safety Management Systems.

Experience in managing marine related programs or projects.

Technical experience in operating navigational and engine room information systems.

Experience navigating in Canadian waters including a combination of trips and assignments at sea resulting in good local knowledge in one of the three TSB regions.

Knowledge of shipping practices and/or procedures related to commercial shipping.

Ability to synthesize complex issues and make clear and concise recommendations.

CONDITIONS OF EMPLOYMENT

3. Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.
4. Agree to respond and travel on short notice during and after normal working hours and on statutory holidays.
5. Agree to travel within Canada and abroad, including travel by car, rail, ship and air.
6. Willingness to be available on standby, on a rotational basis.
7. Willingness to undergo TSB required training.
