Duties Lead the integrated delivery of the marine safety and security transportation program.
Ensure compliance and enforcement of a broad base of marine transportation safety and security regulations.
Serve as the prime interface and build collaborative relationships between the department, other federal departments, regional clients, stakeholders, provincial, territorial and municipal governments, Indigenous groups, and marine transportation agencies, marine industry, national and international maritime associations and organizations, foreign countries and public.
Lead specific files and issues; management of responsibilities, including planning, reporting, resource management and administration.

Work environment Transport Canada is responsible to ensure a safe and secure marine transportation system in Canada. We develop, apply and enforce legislation, regulations, and policies across Canada. We also monitor compliance of both foreign and domestic vessels; establish and validate marine personnel qualifications; protect marine infrastructure, navigation, and the marine environment; conduct inspection, surveillance and enforcement activities.

Intent of the process This process will be used to staff various Director, Marine Safety and Security positions in different regions within Transport Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications) EDUCATION:
Graduation with a degree from a recognized post-secondary institution OR an acceptable combination of education and/or experience.

Degree: A baccalaureate or higher level degree, as established by educational authorities.

Other acceptable education could include marine-related training at a Coast Guard institution, military institution or other private marine institute.

Degree equivalency

EXPERIENCE:
Extensive* experience in the marine environment** .

Experience in providing written and verbal strategic advice and recommendations to senior management such as Director General or equivalent or other senior executive positions and above on marine-related issues.

Significant*** experience in consulting and negotiating with a wide range of partners and stakeholders.

Significant*** experience in managing human and financial resources****.

*Extensive is defined as depth and breadth of experience associated with the performance of duties for a period of at least ten (10) years (could be in multiple positions).
** The marine environment is defined as the marine industry, marine transportation, Royal Canadian Navy, Canadian Coast Guard, other shipboard operations, operational support to shipping or other marine-related fields.
*** Significant is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various complex related activities, which could normally be acquired over a period of at least two (2) years.
**** For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly. For financial resource management, this experience is defined as responsible for financial planning or forecasting or reporting. Applicants must also indicate the size of the budget they managed directly.

Master’s degree in a related field.

OCCUPATIONAL CERTIFICATIONS:
Transport Canada Certificate of Competency (Master Mariner, Marine Engineering First Class, Canadian Coast Guard Command Certificate, etc.).

Professional certification in a marine domain.

EXPERIENCE:
Experience in managing a regulatory program.

Experience in managing a quality control program.

Experience in working in a decentralized and matrixed organization.

OPERATIONAL REQUIREMENTS:
The incumbent of this position is required to travel both inside and outside Canada.

ASSESSMENT PROCESS
Candidates that have demonstrated meeting the essential education and experience qualifications will receive by e-mail an invitation to write a presentation to senior management. The presentation will be reviewed by the Selection Board Committee and if successful, candidates will be invited to an interview and also asked to talk about their presentation to the Committee. Reference checks will also be conducted for candidates who were successful at the interview. Please note that the assessment of candidates will be conducted during the month of March 2018.
