Reporting to the General Manager, the Marine Operations Manager is responsible for the oversight and direction of all day-to-day Operations, Safety & Quality Management, Vessel Maintenance & Support, Supply Chain Management, and Performance Improvement in support of Heiltsuk Horizon Maritime engagements. The Marine Operations Manager will provide marine industry knowledge best practices and make recommendations to the management team so that Heiltsuk Horizon can execute work competitively and in accordance to its mandate. This role requires the Marine Operations Manager to work in partnership with Heiltsuk Horizon Maritime’s management team and its stakeholders to ensure projects are completed on time and within budget, and meeting quality, safety and environmental objectives. This role further requires the Manager to oversee site workers, marine crew and trainees while fostering positive working relationships between the employees, clients and community. This position may be based remotely on Vancouver Island, the Lower Mainland, or in another location within close proximity but regular travel to Bella Bella and various worksites along the coast will be required.

Job Duties

Ensures successful delivery of contracted marine and construction services, drives issue resolution and executes projects on time, within budget, and to the customer’s satisfaction; Plans, schedules and forecasts assets and resources for project requirements
Accountable for day-to-day Operations, Vessel Maintenance & Support, Supply Chain Management, Human Resources Management, and Safety and Compliance
Regularly visits and inspects vessels and project sites
Communicates and ensures company standards and safety culture are understood and effectively implemented
Actively identifies opportunities to promote, quality, safety and continuous improvement relating to all operations
Provides leadership, supervision and guidance to respective workers, crew and trainees; Supplies feedback, performance coaching and assists in the hiring and onboarding process of new employees
Ensures vessels are operating in accordance with Transport Canada, IMS, Flag State and Classification Society requirements and to the recommendations of applicable guidelines as well as local area of operation, client and legal requirements
Manages vessel, project and crew certifications and maintains a strong working knowledge of Transport Canada, Provincial and Class Society requirements
Liaises and communicates with regulatory and governmental bodies to ensure compliance
Communicates with Clients on project site to resolve issues and to provide status updates
Acts as alternative Designated Person Ashore as required
Jointly with DPA, monitors the safety and pollution prevention aspects of the operation of his or her respective work site or vessels.
Provides support for internal audits in accordance with the company audit plan
Maintains a culture of respect, trust, accountability and performance
Takes an active role in employee recruitment and supports the team to identify new talent
Identifies and communicates to the team any changes to the regulatory or competitive environment, noting any areas of risk or opportunity
Provides technical, contractual and commercial advice to other inter departments as required; helps to troubleshoot technical issues as they arise
Provides input to annual budgets with respect to vessel and operational requirements; ensures project and vessel budgets are adhered to and any variances reported

Required Knowledge, Education, Skills & Experience

Minimum ten years of progressive operational experience in the marine industry, on BC’s west coast required
Vast understanding of tug and barge and marine construction operations required including knowledge of mobile equipment working on barges
Project Management experience a must
Previous experience working onboard vessels in a seafaring capacity preferred
Deep cultural respect and understanding of Indigenous issues in Canada, in particular on the West Coast, and previous experience working in community or with Indigenous peoples.
In possession of or willing to acquire Designated Person Ashore (DPA) training
Working Knowledge of Transport Canada and Regulatory Requirements
Ability to work well under pressure, individually and as part of a team.
Proven conflict resolution and negotiation skills
Demonstrated experience working independently with solid judgement, initiative, problem solving and critical thinking skills.
Demonstrated relationship-building and customer service skills
Excellent leadership skills with proven ability to supervise, mentor and delegate tasks required
Ability to manage stress and maintain composure during busy periods and work well under pressure to meet deadlines
Able to work effectively in a collaborative team environment in harmony with a diverse group of individuals
Must have a commitment to the vision and mission of Heiltsuk Horizon Maritime
Must be willing to travel and work a flexible schedule to accommodate project deadlines
