The route between Halifax and St John's is not commonly known for ice. In fact the last ice in Halifax harbour occurred in 1987 and was a newsworthy event and in St John's offshore ice may congest the approaches but the city advertises it as a ice free port.
That's with 2 minutes of googling on east coast ice conditions.

(The William is the ex-Sir William Alexander, she was renamed when her replacement was registered. This would be the last spring that this ship would serve the CCG. She was sold and eventually ended up as a hulk on a beach in the southern Atlantic)
However, I do agree with the weather comment! It is tough to get the weather envelope for a good paint job in Eastern Canada.
