Unfortunately not unusual. Until we ding these guys for huge penalties, it won't change, the directive is "don't affect profits"

I bet the crew were really cheap to employ!
They owners probably paid the same insurance premiums and earned the same freight rates as well run ships, so the owners were coining it in.
In another few years when the ship mysteriously sinks the Insurance payout will buy them another new ship.
I don't know what we can do to have a Global Shipping Industry that is operated to a high standard, it is a terrible shame, we had built up the skills and training systems to produce Officers who were (in the main) Technically Competent, and insistent on operating and maintaining their ships to a good standard, and now we have destroyed it.

Correct me if I'm wrong but wasn't new regulations and protocols such as ISM supposed to stop things like this?
I remember in the pre STCW95 and ISM era that there was a great outcry from many international shipping federations about the deplorable conditions on some ships. It seems, despite stricter regulations with respect to crew health and safety, we've regressed back to those days again.
I wonder how many brown paper bags with mysterious and questionable contents were handed around to allow this to happen?

What amazed me is how fast the vessel was allowed to deteriorate,so, what kind of certification was onboard. Was it fraudulent?

What is the point of ISM and inspections if they only arrest for 3 days and let them sail away?
I read the pdf last night and was pretty shocked. I guess I should be happy I'm working on pieces of junk on the great lakes instead of brand new chinese owned and crewed vessels

The crew were first class, they never asked for food, leave, spare parts or stores, never put in a defect list or asked for shore side assistance, what better crew could a ship owner's Accountant ask for?
It is all a question of your perspective.

Most surveyors now, have never sailed at Sea and have no idea what they are looking at, they just concentrate on the paperwork, which they understand, and never look at the SHIP because they don't understand it.

I would agree with that wholeheartedly and have allways maintained that if you can't do all aspects of the job you are faced with then you shouldn't be doing the job overseeing others who can.
This seems to me to have proven true throught history.
Accountants are running operations that they in many cases know nothing about whatsoever and receiving huge bonuses for cheapjacking and cutting things to the bone.
Seems to be worldwide and sadly getting worst.
