I found west is the worst.
While I was working out there and doing a 5 year plan for refitting for a ship, I realized the ships SIR was incorrect. I contacted TC. No answer for weeks. Finally when I got through to a living body, he said, the surveyor will get back to you. I said, well this is 4 attempts and I have yet to have an answer why would I expect this time to be different?
Of course, when I get the call, I am driving, the surveyor who called was not familiar with the details and told me it had to go to Ottawa for review. I just about crawled through the phone at him I was so PO'd. It's a wonder I never went off the road with a stroke LOL. I felt bad after, he must have thought I was delirious or something. I left the whole problem for the permanent Superintendent.
As for the non-contact, go to the office early in the morning before they bolt out the door like rats. I'd be there at 8 looking for info. You may be dealing with Ottawa disfunction which is a huge problem.
Seriously though, in my experience, having a good working relationship with the surveyors is a must. It makes the job go much easier. Working out of the home area taught me that. I knew no one in the Pacific TC offices so everything was much more difficult because you're just another blob to push. You don't want be the blob that sicced the MP on them.
