Major Responsibilities:

Reporting to the General Supervisor of Waterfront Parks, the Supervisor, Marine Services, supervises the day to day management of the Toronto Island Ferry Service, including the Mainland Terminal and Island docks.

Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others, directing staff in the fitting out and laying up of vessels, docks and related equipment
Ensures effective management of all staff in relation to the Collective Bargaining Agreement, Transport Canada Marine Regulations, Crewing Regulations and the Canada Shipping Act.
Prepares yearly work plans identifying requirements for labour, materials/supplies, training, and contracted services for consideration by the Manager, ensures timely delivery of same
Prepares vessels for yearly inspections and five year dry-dock inspections by Transport Canada, and Ship Safety personnel.
Directs and monitors staff through on site assessments of related work practices to ensure practices conform to relevant policies and procedures, legislation and regulations, including health & safety, asset and risk management, labour relations and Collective Bargaining Agreement
Recommends vacation and overtime requests for authorization. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
Maintains communication with vessels to ensure awareness of current navigational conditions, reviews marine logs and records and takes appropriate action
Provides leadership and direction within the workplace, residential and commercial community. Resolves staffing conflicts and public complaints.
Coordinates on site arrangements with charter operators and others involved in the charter of boats by private parties and provides crewing for same
Co-ordinates the maintenance program required of all vessels and comply with standards established and regulated by Transport Canada. Maintains all facilities, vessels, equipment and machinery.
Co-ordinates the daily Ferry Operations and ensures consistency in the delivery of public service and adherence to established departure and arrival schedules.
Oversees the fare collection system and reconciliation of revenues and expenditures, including the daily deposits of all cash receipts.
Implements detailed plans and recommends policies/procedures regarding program specific requirements
Investigates conflicts, complaints and implements actions to successfully resolve issues
Liaises with Transport Canada and reports as required on matters pertaining to the condition of vessels, docks and public safety
Prepares correspondence and reports to various groups and Divisions
Represents the Division/Branch on project committees and consults with senior management and local Councillors in the community where necessary

Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures that adequate training, safety equipment and safe work procedures are in place in order to develop a strong culture of Health and Safety and minimize any Health and Safety issues
Ensures fiscal accountability for the collection of revenues for the Department and management of an established budget.
Represents the Division in National Conference, Canadian Marine Advisory Council, Toronto Marine Emergency Response Council, Transport Canada, Fisheries and Oceans, Transportation Safety Board and in Departmental task groups and liaises with Harbourfront Council.

Key Qualifications:

Considerable experience supervising or directing staff in an operations environment, including managing performance, motivating, training staff, in a unionized environment.
Postsecondary education in a discipline related to the job functions or equivalent combination of education, training and experience.
Experience with preparation of Transport Canada yearly and 5 year vessel inspections is an asset.
Considerable experience in marine operations, including the maintenance of engines and mechanical and electrical equipment and working knowledge of marine passenger service.
Must possess a class "G" or better Driver's License valid in the Province of Ontario and able to maintain same.
Proficiency in various competencies that include strong interpersonal, customer service, written, oral communication and conflict resolution skills.
Working knowledge of the Occupational Health and Safety Act and the Regulations, applicable Collective Agreements and related Labour Legislation, Marine Occupational Health and Safety (MOSH), Marine Transportation Security Act.
Well-developed interpersonal skills with the ability to professionally interact with all levels of the organization, general public and Council, when required.
Ability to operate as a member of a management team and self-directed work team, work cooperatively with frontline staff, community groups, bargaining units and other division.
Effective administrative, planning, human resources and financial management skills and proficient in the use of computer software applications.
Familiarity with Ontario Statutes, including the Occupational Health and Safety Act, Collective Agreements and other relevant legislation.
Required to work shifts, weekends, overtime and holidays.
Marine Industry experience is an asset.
