There will be no shortage of Engineers when the Chinese flood the market with STCW compliant Certifications. $700 a month is much more attractive to ship owners than the current salary scale.
Discourage incest, ban country "music".

China has long been a signed member of the IMO, didn't they have to comply with STCW standards before the Manila convention?

Yes, but the holdup has been STCW's requirement of knowledge of the English language. That will just take time and/or a few greased palms.
