This is interesting. Canadian government ship breaks government imposed speed limited and gets fined from another government department.
The Captain will be a bit redfaced.

Or a fleet of them got caught up under the keel thus rendering the ship uncontrollable your honour and causing the ship to be propelled through the water at over the legal speed requirement.( whalepower which is not covered by the act )
Oh and may I see the current calibration certificate for the equipment issued by a person who has authority to do so?
Plus his up to date certificate authorising him to operate the machine?
Throttle linkage jammed?
Under U.K. Law the benefit of any doubt must be given to the accused so as such no case to answer.

The ships in the "speed limit" zone are tracked on AIS with position and speed recorded every minute. This tells where and when a particular ship was going any given speed. The dots on the track are green under 10 knots and red over it. Atlantic and Quebec regions of TC work very closely in determining which ships are exceeding 10 knots, which ships get nasty e-mails and which ships are charged. Some shipowners just shrug and add fines to the cost of doing business.
Discourage incest, ban country "music".
