Looks like Nova Scotia Community College also restructured its Marine Engineering Diploma program.

From their webpage:

"Starting in 2014, the Marine Engineering Technology program will be restructured from a 4 year Advanced Diploma to a 2.5 year Marine Engineering Technology - Diploma program which enables students to start work in the industry at an early stage and the option to continue their training by enrolling in the Marine Engineering Technology – Advanced Diploma program.

This program has Transport Canada approval. Graduates of programs approved by Transport Canada are granted remission of sea service towards certification through a combination of industry and College-based training."

A 4 year cadet programme brings in much more money than a 10 month BSME course.
Discourage incest, ban country "music".
