Read and absorb ALL the annexes, understand ALL sections, every sub section and every paragraph. Don't just read one and assume it's true, it's not, it is altered somewhere else by another paragraph in a subsection of a note in another annex.
Discourage incest, ban country "music".

How many people have the time or Language skills to do that?
