I am wondering if anyone know if Transport Canada will let you write any exams before you have your PPS level 2. I have been trying to get the simulator course for about 2-3 years and it never would fit in my schedule. Now I have a lot of time built up and can take time off to do the course whenever it is offered, problem is that with Covid I am limited to where I can do this course. Another course got cancelled for me again today due to travel restrictions. I didnt know if I could at least start my exams. I Heard I could do my exams but would not be able to do orals until I had all required course but I havent actually found anything stating that.

I believe they will let you write exams up to, but not including, Orals.
But also given the state of things, it may be hard to get in to write depending on where you are.
