CoC as per STCW 2010 Manila Convention
I got my First Class CoC renewed last year and was issued a CoC as per STCW 1978 "as amended" (a laminated sheet with a stamp/seal); this is even though I completed the MED refreshers and MAFA. Is this CoC as per the STCW 2010 Manila Convention? Transport Canada is not able to give me a satisfactory response.
Has anyone got a CoC compliant with the STCW 2010 regulations?

You got it after you did your courses, and it says expires ~2021-ish? And says unlimited on there...

"As amended" covers 2010 STCW amendments. If it says that, you can get a real job, go foreign as Chief on a real ship!

Effective today, Ship Safety Bulletin 05/2017, which covers STCW Certification, has been withdrawn and is no longer in effect. Back to MPRs, to get a Chief Engineer Certificate, you'll have to get a First Class.

What about people who have applied and received their new tickets, are they still valid - even though they came from a cracker Jack box?

That is good news indeed! Now all the doomsayers can stop, right? Those of us still working towards higher class certificates don't have to be constantly told how worthless our goals/aspirations are? Fantastic!! Looking forward to the new SSB whenever it arrives. Will keep sailing in the mean time...

This is ridiculous, WTF is going on at TC. People's livelihoods are at stake. Just got call from the Victoria Office confirming Ship Safety Bulletin has been suspended, nothing is going on with anything.
Very frustrating. Maybe they should delegate certification too, as the bureaucracy has crumble under its own weight, and seems incapable of perfroming the most basic functions.

Hey! I only work here! It seems that CoCs issued under this Ship Safety Bulletin are not valid. STCW 2010, Manilla, does not have examinations, instead, recognised educational institutions confirm competencies........so if you have $500 and an airline ticket to the far east.....

So what does that mean for people who are using this COC they obtained through this amendment for employment. Say for example somebody who has a chief engineer STCW and received employment with this certificate. Transport Canada can't expect them to just quit or be let go, there has to be some sort of transition phase again where those certificates are still valid so the seafarer has a chance to complete whatever it is they need to keep that position onboard.

It means do the exams and actually earn the ticket, or fly somewhere and fullfil the Manilla regs?
And that we're still at...a kind of standstill - as per TC normal operating procedure lol
And as for mengineer85 - i guess they better get cracking on passing their exams.
If they got their Chief ticket for free, via SSB05/2017, and they don't have any of their chief exams from old MPRs complete - it's likely they weren't going to do the work then and earn their ticket any time soon anyway. So are they really driven to move up? Or just saw a free ticket the easy way?
Then there is the people who have been striving to move up - if they're serious they should have a decent number of requirements/exams completed and it's been a few months of a hiccup and then back at it and you'll earn it soon enough like you would have regularly.
It's not like the exams are even THAT hard really... Just know your shit lol
