Here is the draft TP2293, which is the document that will ultimately lay out how seafarers in Canada achieves certification.

2019 is starting to wind down and there seems to still not be any set timeline for the implementation of what might be the mis-named MPR2019

Does anybody have any information on when it will come in effect?

This is the TP, not the MPRs. The TP explains what is required to meet the MPRs, that's all.
Discourage incest, ban country "music".

Aavenger, Im also waiting and wondering if this MPR ever appears.

Only update I can see is on https://tc.canada.ca/en/corporate-servi ... 21#item-15

That is their forward regulatory plan where they updated it to: "It is anticipated that there will be a 30-day comment period following pre-publication in the Canada Gazette, Part I, in 2020."

So at this time they have writen 2020, but as we all know....

That article lists Mr. Scott Naugler as the person in charge of the MPR development.

I'd think that after 10 years since the STVW convention it wouldnt be unreasonable to ask Mr. Naugler when it might come into force in Canada.

New update to the forward regulatory plan: Early 2021 in the Gazette....

Marine Personnel Regulations, 2021
Enabling act
Canada Shipping Act, 2001 (S.C. 2001, c. 26)

Description
This regulatory initiative stems from Transport Canada’s Transportation Sector Regulatory Review Roadmap.

The initiative was created to address stakeholder concerns about updating existing regulations to:

reflect modern safety and environmental standards
align with international best practices, and
reduce barriers to trade
These changes would being Canada’s regulations in line with three major agreement that Canada is a signatory:

the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers and its associated Codes must be implemented in Canadian regulations by January 1, 2017
the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, which was approved on September 29, 2011, and came into force on September 29, 2012
2014 changes to the Maritime Labour Convention, 2006
This initiative also addresses Transportation Safety Board recommendations.

Potential impacts on Canadians, including businesses
Transport Canada expects that there will be little impact on businesses.

Regulatory cooperation efforts (domestic and international)
These changes will bring Canada’s regulations in line with three major agreements from the International Maritime Organization.

Consultations
This initiative was presented at every national Canadian Marine Advisory Council meeting between the fall of 2011 and the spring of 2015. The most recent consultations took place in November and December 2018.

Transport Canada expects that there will be a 30-day comment period once the regulations are pre-published in the Canada Gazette, Part I, in early-2021.
