I will fully admit, I am totally clueless, without pulling out the rules, regarding requirements for a 20 year survey on a weird little craft like this designed to haul people around. The mere fact they are talking static services such as a restaurant probably means she won't pass without a huge amount of $$. The hat is fiberglass built by Seaglass Industries located in Dartmouth NS.
Registered to carry 49 passengers, Theodore is decked out with two washrooms, sleeping quarters for eight and a full kitchen and dining area. With Theodore currently docked in Bedford, Campbell hopes that the tug will find new owners who can make creative use of the boat as a waterside cafe or pub, event venue or a unique B&B.

So anyone wants of little boat that you steer through the portholes you see in the lower superstructure, here's the link

Here is the real Theodore at work with Denny Doherty of the Momas and the Papas as the narrator.

Way back in my younger days, I was 3rd on a ship that was in refit alongside in her homeport.
The Chief Engineer programed his VHS (yes, it's that long ago) to record every show until the tape was full. He put on a very nice label that said it was a Harbour Ship Handling tape and put it in a nice envelope with a nice, official memo with letterhead that required all ships navigating officers to watch it to brush up on their skills. He signed the memo as, Mel Blanc. Yes, the mates obligingly popped in the tape to brush up on their harbour skills, much to the CEs delight  I don't know if Theodore ever became a V-tug.
