2nd's Endorsement on 4th's

Post by Viktor »

Hi guys!
My tanker endorsement is due to expire. Within last 5 years I was working on board of tankers only two month. If I am correct I should have 3 months of tanker sea service within the last 5 years to be able to renew my tanker endorsement.
While working on tanker I had 12 hours watchkeeping per day. My question is: can I apply for tanker endorsement renew if my sea going service is two months (time and a half each month) within last 5 years?
I couldn't find any Canadian Regulations information about time and a half credit (please, send a link). Does it work for TC? Will TC consider my two months 12hours per day watch keeping as three month sea goin service?
Thank you.

Hi Viktor,

I split your topic to its own thread.

In my opinion, the tanker endorsement language is murky at best. If you have completed a tanker endorsement course, then it should be valid all the time, or go the sea time way, but you need training as well. Anyways, doesn't seem to be a big deal around these parts so I never pressed the issue.

From the Personnel Regulations https://laws.justice.gc.ca/PDF/SOR-2007-115.pdf
Sections 115-119 Articles 115-119
Current to June 19, 2024

Computation of Qualifying Service

115 (1) For the purpose of calculating sea service, 8
hours of service equals one day of sea service.

(2) Service for watches of other than 8 hours in a calen-
dar day shall be prorated to a maximum of 12 hours for
that day based on a 12-hour watch equalling one and
one-half days of sea service except for applicants regis-
tered in an approved cadet training program whose sea
service shall be calculated on the basis of any amount of
service in one calendar day equalling one day of service.

(3) In calculating the number of months of qualifying
service, the total number of days of credited sea service
shall be divided by 30.

Tank you Martin for quick reply.
My tanker endorsement has a date of expiry. Indeed if a sailor is continuously working on tanker fleet, then no worries. It will be easy to renew tanker endorsement based on sea going service certificates. The issue is that my last trip on tanker was in 2020 and I have obtained only 2 months of sea going service. I am wondering if I have legal rights to request my tanker endorsement renew based on these two months of sea goin service within last 5 years if these two months I had time and a half watchkeeping? Thanks.

Article 115 (1) of Personal regulation says:
For the purpose of calculating sea service, 8
hours of service equals one day of sea service.
(2) Service for watches of other than 8 hours in a calendar day shall be prorated to a maximum of 12 hours for
that day based on a 12-hour watch equalling one and
one-half days of sea service except for applicants registered in an approved cadet training program whose sea
service shall be calculated on the basis of any amount of
service in one calendar day equaling one day of service.

Looks like my two months of sea going service on the tanker with 12 hours watchkeeping must be calculated like 90 days of sea going service with 8 hours daily watchkeeping, but I couldn't find if this service should be obtained within 12 months or 5 years period...

either should work, since you have the three months required.

Hope so, but wanted to find and article to show it in Transport Canada in case if they gonna insist to present them one more month of sea going service on tankers, cause I'm still in doubts: three months within five years or three months within one year...
