Could you please advise for CE position which certificate needed Ship Security Officer or Vessel Personnel with Security Responsibility.

I believe that a ship only needs one person with Ship security officer. Usually it is Captain. So for chief I think it may not be necessary if the company has designated captain as ship security officer. However, if the captain did not have that certificate I think it would be possible for chief to act as ship security officer provided they had that COP. Most companies would likely have captain as ship security officer I would imagine.
